Upgrade an Express-C to WSE/ESE?

Is it possible do convert a DB2 Express-C installation into a Workgroup
Server edition (WSE), or a Enterprise Server edition (ESE), given a
suitable .lic file for WSE or ESE?

No.
You must install the 'DB2 Server' version to some different directory and run db2iupdt from it on your instance(s).
